Max for that is 1.0 and should give you 140 level dinos without using the Override But none of these settings will affect the dinos already spawned so you may want to do a destroywilddinos command from inside game after edits (use Tab to bring up console, type destroywilddinos -> Enter)

Except that the cited dino level looks like its level 1 (due to the low exp). Its possible that's causing a conflict but it also could be from any number of settings changes, especially in ini files where a simply math mistake could rednder leveling to stop.
