Ilvl doesn't really matter, it is 100% skill based. Ilvl 385 can easily do +15s if you know exactly how to play your class to it's full extent (cc, interrupts, slows, burst Windows, etc), or struggle to do +5 if you don't know. If you haven't done any keys, start at +2 and just keep working up until you struggle.

The ilvl is too high. Should be at 440 or 450. Not 463. You should be able to do the previous LFR and then hop into the new one. Not have to do abunch of other content like world content that is a roulette if you're going to get lucky with 350 or 460 gear, farm heroics/mythics, or do timewalking all for the hopes to try and get into current LFR.

Obviously gear helps smooth things out and mitigate impact from mistakes though. ilvl 223 is good enough to be doing 10-15s.
